    Black commented that people often tell him that they want jobs but do not realize just how much goes into bringing jobs to Phillips County.

    "Without a good education system, jobs are not going to come here," Black stated. "Without affordable housing, jobs are not going to come here. It all goes hand in hand. You can't have one and not have the rest."
